The temporary Circuito Costanera in Rosario was commissioned to hold a round of the 1964 Temporada series for Formula 2 cars, using both sides of the tree-lined Avenida Belgrano on the banks of the Paraná River. The track surface proved extremely slippery and uneven, so the circuit was shortened after practice when Carmelo Genovese crashed. Silvio Moser dominated the series and
was the first home of just six cars to finish.
