This proposal has put me in mind of an excellent way of reducing the effects of ever increasing shop-lifting. Why not simply le, a surcharge on all customers to pay for the goods stolen by the dishonest 8%? I am sure that, once established, this principle could be applied to all sorts of modern social problems, e.g. lock up every male under 18 each Saturday afternoon because he might be a soccer hooligan.
