Those local speed limits

Sir,
In “Cars in Books” in Motor Sport for September you ask why the Duke of Westminster should have been fined for driving a motor car at 19 m.p.h.

When I started driving in the 1920s it was quite usual to see signs at the outskirts of villages in Perthshire and Forfarshire (as it then was) restricting speed to 7 m.p.h. and it was commonplace to read in the local press of motorists being convicted and fined heavily for driving at a mere 10-12 m.p.h. through these villages.
