Members of the F1 paddock would need to be exempt from quarantine measures for overseas visitors, and reports suggest that the government will approve this measure.
Silverstone is expected to hold two races behind closed doors in early August. The season is likely to start in Austria, with a double-header at the Red Bull Ring.
The grid for one of the races at each venue may be decided by a sprint race, where drivers start in reverse championship order.
